Directions
- Peel and dice the potatoes, then boil them in a pot until soft. Drain and mash with the milk, salt, and pepper; keep warm.
- In an ovenproof skillet, heat a little oil and brown the beef, breaking it apart as it cooks until no longer pink.
- Meanwhile, peel and dice the onion, crush or mince the garlic, and cut the carrot and celery into small pieces; add these to the beef or set nearby.
- When the beef is browned, stir in the onion and garlic, then cook until the vegetables soften.
- Sprinkle flour over the meat and vegetables and cook, stirring, for about a minute.
- Pour in the tomato sauce and broth, then mix in the peas and Worcestershire; bring to a simmer until blended and slightly thickened.
- Spread the mashed potatoes over the beef mixture in an even layer, forming ridges with a fork for texture.
- Place the skillet under the broiler and cook until the potato topping is set and lightly golden, about 2–3 minutes. Remove from the oven and serve.
